You should submit your medical form I-693 at the time of filing your AOS application. Your medical form is valid for 2 years and if you don't submit this at the time of filing it will generate a request for evidence (RFE) as soon as the review starts.

No, there is absolutely no evidence of this being beneficial. In fact the only thing guaranteed with this approach is that you will definitely not be approved without an RFE.
